Probably not — as of October 24, no decree under Law No. 55-385 has been issued, and the government was still discussing only localized curfews. The main risk is a rapid deterioration in unrest prompting an emergency decree before the October 31 deadline.

Probably not — as of 2026-10-24 no decree has been issued, with the PM favoring localized curfews instead of a formal état d'urgence, and historically France has been reluctant to invoke this law. A sudden escalation of unrest before Nov 1 could still trigger a decree, but current evidence points strongly to No.

Probably not — as of October 24, the French government has opted for targeted local curfews and explicitly avoided decreeing an état d'urgence under Law No. 55-385. With only about a week remaining before the October 31 deadline and unrest showing signs of containment, an emergency decree is unlikely. However, a sudden, dramatic escalation in widespread violence or civil unrest could still force an emergency cabinet meeting and decree.

Probably not — no état d’urgence decree has been issued as of 24 Oct and the government publicly chose localized curfews instead of Law 55-385. With only one week left, a sudden nationwide (or overseas) decree would require a sharp new deterioration that current reporting does not indicate. A late-week spike in violence or a surprise JO publication could still flip it.

Likely no — as of the latest reporting through October 24, no état d'urgence decree under Law No. 55-385 has been issued, and the government has only discussed the possibility. The short window until October 31 makes a formal decree and publication unlikely. Main risk: a sudden escalation of unrest could prompt an emergency decree in the final days.

Probably not — as of October 24, no état d'urgence decree has been issued, and the government has explicitly stated it is only being considered 'if needed,' with PM Lecornu favoring localized curfews instead. With only about a week remaining before the deadline and no signs of imminent escalation to that level, the base rate favors No. The main risk to this call would be a sudden, dramatic escalation of unrest forcing the government's hand in the final days.

Probably not — Recent official statements and reporting through Oct 24 confirm no state-of-emergency decree under Law No. 55-385 has been issued, and localized curfews are preferred. A rapid escalation in unrest could still force a last-minute declaration before Oct 31.

Probably not — as of 2026-10-24, no legally binding état d’urgence decree has been issued, and the government’s latest confirmed position favored localized curfews instead. With only about a week until the 2026-11-01 deadline, a sudden escalation leading to a formal decree under Law No. 55-385 would be required for YES. The main risk is rapid deterioration in unrest prompting an emergency decree before the cutoff.
GLM 5.3

Probably not — as of Oct 24 no état d'urgence decree has been issued, and PM Lecornu has publicly favored localized curfews instead. However, ongoing unrest and explicit government statements that the measure is being considered 'if needed' leave a real chance of a decree before the Oct 31 deadline. A sudden escalation of violence would be the main thing that could prove this wrong.

Probably not — no état d'urgence decree has been issued through 2026-10-24, and the government's stated preference is for localized curfews rather than the full Law 55-385 mechanism. A week remains, so a sharp escalation in unrest could still force a decree, but the current trajectory and official signals point to No. What could prove me wrong: a sudden nationwide crisis prompting Lecornu/Macron to push a decree through the Journal Officiel before the deadline.

Resolution rules
This market will resolve to "Yes" if a legally binding decree declaring a state of emergency (état d'urgence) in France enters into effect at any point between this market's creation and the specified date, 11:59 PM ET. Otherwise, this market will resolve to "No".
To count toward resolution, the corresponding decree must explicitly constitute a "state of emergency" (état d'urgence) as defined by Law No. 55-385 of April 3, 1955 (Loi n° 55-385 du 3 avril 1955 relative à l'état d'urgence).
Only declarations explicitly constituting a state of emergency under Law No. 55-385 will count.
A declaration covering any part of the territory of the French Republic, including overseas departments, regions, and collectivities, will qualify.
A declaration of a public health state of emergency (état d'urgence sanitaire) under the Public Health Code, a state of siege (état de siège) under Article 36 of the French Constitution, the use of exceptional powers under Article 16 of the French Constitution, the "Urgence attentat" level of the Vigipirate plan, a natural disaster declaration (état de catastrophe naturelle), or prefectoral orders issued outside of Law No. 55-385 will not count.
The primary resolution source for this market will be the Journal Officiel de la République française (legifrance.gouv.fr); however, a consensus of credible reporting may also be used.
